I too have this problem with TO - 44500. The Model number is right. In mine the agitator no longer turns. Can't find an older tech who dosn't depend on computers to fix. Assume that guides help bring service call price down but . . .
Mine is over 20 years old. Guess since the trouble shooting guides online ( 2 sites) no longer cover them we are expected to replace them. Too bad.

So you have an old belt drive Inglis washer.

If the washer will not drain there is a couple of things you can check.

There is a device that set on top of the transmission called a wigwag or control magnet that shifts the transmission from agitate to spin. It also moves the pump arm to allow the washer to drain.

The wigwag has two solenoid and one of the solenoid may have burnt out or one of the wires may be broken.

There may be a article of clothing blocking the drain hole in the tub or stuck in the pump.

Is your washer a Canadian model?

Because of the age of the washer and the fact that these washer are no longer manufactured it is hard to find information on them but a lot of the parts are still available.

If you take the pump out you may find that it is stopped up with lint. If cleaned up may work fine. If a replacement pump is required they are still available. There are three possible replacement pumps. The most expensive is 70.00. A lot less than replacing the machine. If you need assistance with pump removal leave message.
