Washer won't spin or agitate

There's a round white plastic peice that is broken that the belt goes around. Is this the pulley? Is it hard to replace my husband is pretty good at fixing things.

There are three pulleys on your washer.

There is the motor pulley, the transmission pulley,and the idler pulley.
