Water will not stop filling the washer to the point that it will over flow. Could it be the timer and is it something easy to fix?

If you turn off the water supply to stop the water flow, you have a jammed water valve. If unpluging the washer fixes it you have a bad water level switch or a leaky or jamed plastic hose between the tub and water level switch.
Also,if you use cheap detergent you may have cloged up the reservoir at the bottom of the tub.
