the washing machine vibrates all the time. did not have this problem new. Has steel tub that was cracked, was replaced. I think they fixed the result of the problem but not the cause. the tub if you move it to one side stays there. should it not center itself? IS there a snubber or pads causing this?

Yes there is a snubber on your washer and the tub should center itself.

Check in the snubber area for dirt.

It may be a weak base.
