Angry Neptune bleach dispenser & rinse problems

[FONT="Arial Black"] We have a Maytag Neptune , Factory Stacked washer/dryer Model No. MLE2000AYW. Problem No. 1 is the bleach dispenser filling up with water and not draining. Problem No. 2 (just started doing this): the rinse cycle fills with water and then shuts off and will not continue until you press the "ON" button. [/font]
