I agitates very slow almost not at all
hot water will not stop when washer is full it will run over and now it leaks all over the floor

I think this is the economy GE washer. Need model # to help. You probably have a loose or oil/water soaked belt. If the washer stopps flooding when you turn it off it's probably a jammed plastic sensing hose attached to the bottom of the tub. Pull the hose of the other end that's attached to the water level switch. Blow into it to check for blockage. If blocked remove from bottom of tub and run a wire thru it to clear it out. Probably clogged due to laundry soap scum.
