I run into this often, soap scum build up must be cleaned up.
Start by removing the 2 phillips screws on both sides, lower front ov control panel.
If you don't see the screws, you might have a 1998 and up model, in which case the screws are hidden behind the molding which you can pry it forward with a screwdriver carefully and it will popoff and then you'll see the 2 phillips screws.
remove screws then tilt the panel back and it'll rest on it's hinges. Now unplug the lid switch from the top of the washer, then carefully pry the 2 brass hold down clips out, then tilt the whole cabinet towards you and lift it away and set it aside. Now remove the white plastic ring on top of the tub,you should see dark fudgey thick film thru the clear plastic tub.
Using putty knives or an old kitchen knife to scrape the goo off, and loosen it, an old tooth brush helps scrub it loose.Rinse it all real good, get it all off of tub and the spin basket.
When you are finished re-assemble and add a cup of bleach and your detergent, and let it wash on a long wash and should clean. It's allways a good idea to leave the lid open after washing to let the washer dry and air out

The steel spin basket, is held on by a comon ring nut.
pry the cap off the agitator, remove the agitator bolt(7/16) with a socket wrench,
pull up and off agitator. tap the ring nut counterclock wise, with a blunt, (not sharp) punch & hammer tap the nut off then remove spin basket
