My machine will spin but doesnt wring clothes completely except for small items , before I smelled rubber burning but that has stopped and after looking under the machine I noticed the belt is not fitting snug and has a small area that may be slightly deteriorated and the machine looks like the motor is turning. pLease help I have no money I just had a repair completed and replaced the item that keeps water from leaking for 169.00

Because it doesn't have a belt! But your spin clutch could be badly worn, or have oil on it.

I saw a belt , I don't know what it was connected to but it was defintely a belt there is something that spins and then belt and then the agitator

If your washer has a belt, then it's about 25 years old
