Default Hotpoint - tub won't stop rotating during wash cycle

Age: More than 10 years

My Hotpoint top-loading washer has been very noisy during the spin cycle. I found that several of the heavy rubber bands that secure the outer tub were broken and replaced them but the machine is still very noisy during the spin cycle. Now I am noticing that while the agitator is still working properly, now the inner tub is rotating around it the entire time the machine is in the wash cycle. Everything else functions fine, but it is now leaking on the floor during the wash cycle. I don't know if this is because of the constant rotating and it is causing water to go up over the sides of the tub? I have spoken to folks at the appliance parts repair shop in my area several times now and they cannot figure out what is wrong causing this and are completely stumped. What could be causing my tub to rotate the entire time? I tightened the nut down but it didn't correct the problem. Can this problem be fixed? What is it? Or do I need to get a new machine? Thanks.

It sound like the brake on the bottom of the transmission is not holding.

The water would be cause by the tub forcing the water up and out.

Remove the front panel of the washer and see if the break is worn.
