Having same problem
have an old GA107A model and cannot figure out how to get the agitator off, so i can't tell if anything is under it. i can manually turn the agitator counterclockwise and it will automatically return to the starting point.

If this is a Maytag washer there what is call a stop ring.
You will likely need a puller to get the agitator off.
It may be that the belt is off.
It may be the brake is not engaging.
