Need more info. Is this a metal tub washer or the new plastic one? Does the water go on the floor?
Your drain hose may be too low and siphoning the water down the drain!

Then only other thing it could be is siphoning. Is your motor running while it is filling?

If the top of the drain hose is lower than the tub water level the water will pull itself down the rain=siphoning. You probably have a bad timer. Your pump is pumping out the water while filling.

Verify the pump is pumping while filling, then check the water level switch. It might be shorted. If not your timer is bad.
