Question Test The New Timer

with a multi-tester to be sure it is good; if it is good see if the timer cam is not worn, if it is a separate part, usually is on GE. Beyond this I don't know...

Isolate the timer motor wires and check for continuity. Old one probably open and new one maybe also.
Does the dryer have an auto cycle? If so turn it to a timed cycle and see if it now works. If so turn timer to auto cycle and check voltage to the timer motor, If no voltage you may have a blown resistor on the panel or a bad thermostat. Some GE's feed voltage from one of the heating elements. If the element burns out the timer motor gets no voltage.
