Very basic question: is the entire agiatator supposed to turn on it's own, and if so, do different sections (top, middle, bottom) turn differently or opposite directions? The agitator in my washer seems to be turning just fine in the lower section, but the top isn't moving at all. And I can't even remember if it is supposed to move up top, or if it is designed not to agitate. I'm trying to figure out if something is broken first, before I try to fix it.

You have agitator paws in the top section to move the clothes one way, a ratchet action. Remove agitator and pull off top section to check the paws.
