It is likely the valve at the back of the fridge that has failed.

There are two valve one is for the ice maker and the other is for the water dispenser.

Here is a link to your fridge model GSL25JFPD.

Default Same Problem Here

I have the same problem with my HSS25GFPDWW Hotpoint refrig. This is a known problem with GE refrigerators. After 1-4 years, the insulation in the freezer door around the water dispenser line breaks down and allows the water dispenser line to freeze about 4 inches from the water outlet spout. Even if you thaw out the ice plug with a hair dryer or by turning off the freezer, the ice comes back. For metal door freezers, the fix is a water line heater (WR49X10173) which is added at the point of the ice plug. GE may or may not do free. For plastic-foam filled doors, the only permanent fix is a new door, which GE may or may not pay for. They will not pay the service call and labor to replace the door. Call 1-800-386-1215 to find out what they willl pay for. This is a very common problem for GE side by side refrigerators.
