I have a GE 13.7 cubic foot, frost free, upright freezer that is not cooling at all. The compressor and the freezer fan are both working and appear to be functioning properly. Are there any ways I can diagnose the problem? I am guessing it may be a refridgerant leakage issue?

Yes if the compressor and fan are running and the fridge is not cooling that is an indication of a leak or a faulty compressor.
