Frig is cold, but freezer is not, ice melting, etc. makes a buzzing noise for 10-20 seconds and then a click. When I unplug, some times the freezer will get cold for a while.

It sound like you may have a bad relay/overload that is attached to the side of the compressor.

The relay is what helps the compressor start. If the compressor does not start the overload will kick it out and then it will try to start again.
