I have a Westinghouse refrigerator that seems to run very cold even though the setting is set to 1 as opposed to the coldest setting. I have read that it could be the thermostat or the dampers being stuck. Can someone tell me where I can locate these dampers or vents in the refrigerator? How can I test to see if the dampers are working or not?.

I couldn't get any information using the model number you gave.

On a side by side as old as yours the damper,vent etc should be in the top of the fridge. The damper is operated by moving the control you mentioned. Take some of the plastic covering off to see it.
