It sounds like the valve at the back of the fridge may not be closing.

There may be a small piece of dirt that is stopping the valve from seating.

If the water pressure to low the valve will not close.

To check the water pressure to the fridge shut the water off and disconnect the line at the fridge.

Hold the line in a bucket and have someone turn the water on.

The water lines for fridges use to be hook up using a saddle valve that can become blocked and cause the problem you are having.
