kysor warren freezer has frozen coils and water on bottom, it has all product on the bottom completele frozen, but my top shelve products are not even cold. The fans are not working because they are stuck frozen also

Check defrost system . defrost heater, defrost thermostat or adaptive defrost control.

Try cleaning the drain with "Hot" water and baking soda only. Do not try draino or anything you would not put in your mouth.
