Default Inside cooling fine, but outside around freezer hot

I have searched and searched but could not seem to find any problems like mine answered. I have a Samsung side by side and just this weekend I noticed that in the middle where the two doors meet it is very hot. Just today I also noticed that the outside of the box around the freezer side only it is also hot. I pulled the back off and vacuumed out as much dust as I could. I crossed my fingers and plugged it back in. Still getting hot. I did notice that the compressor fan did not kick on at all but wasn't sure if that could be the cause for so much heat. Both the refrigerator and freezer are cooling normally at this point. Could it be something as simple as the fan or am I just prolonging the call to a technician? Is there something else I should consider? Any help or advice would be greatly appreciated.

Yes it could cause the high heat
Here is a good link. Look at #18
refrigerator problems and solutions, not cold enough, frost free repair information

Note some fans run on 120V AC others use variable DC voltage from the electronic control. Check behind the kick panel for a wiring diagram or it may say on the motor. Best way to check, is to measure with a meter to make sure you are getting voltage to the fan before replacing it. Also check that it spins freely.
