Default Frost on coils

GE dehumidifier has frost buildup on coils. Compressor is supposed to shut off and fan will keep running till frost melts then compressor will start up again. Dosen't happen.When problem frist discovered problem , entire coil face had heavy frost cover. No prior problems last six years at same location in basement.

Question How long should I wait before restarting my refrigerator

How long should I wait before restarting my refrigerator after having laid it on its side for minor repairs and cleaning the coils?

Keep the unit upright for as many hours as it was lying down before pluggin it in.
