All a voltage test will do is tell you if power is getting to the heater and thermostat it will not tell you it they are working.

If you measure the resistance this will tell you if if is good or bad.

The thermostat will have very low resistance and can only be tested when it is cold.

The heater will have about 550 to 650 ohms of resistance.

You can check the continuity or the contacts and you should be able to hear the timer motor running when power is applied.

Default same refrigerator

Hi, I replaced the heater and timer last year and the refrigerator has been working better up until about two weeks ago. This was only if I turned the timer to defrost a couple of extra times in a 24 hour period. Then I noticed that there is no longer a cloud of cold frosty air billowing out when i open the freezer door. And almost no air in the refigerator section. Could the evaporator fan failing contribute to the coils icing up and be the reason for no air blast? I didn't see a fan when I had the inside back off to change the heater.

If the fan is not working then the air will not be move in to the fridge section.

If there is an ice build up you may have two problems.
