Default GE S/S Model#GSS25TSRBSS Howling sound from freezer

Hi,
We have a 3 years old GE S/S Model#GSS25TSRBSS,we started noticing a fan or a motor in freezer compartment started making a howling sound it sounds like fan/motor trying to pick up rpm and slowing down immediately this is happening repeatedly and with a second or 2 intervals. Most of the time fridge works fine no howling sound but some times this sound comes back. Everything else works normal no problems fridge works fine.
What I like to know is this normal or something going bad in my unit? Is it an indication of a bigger problem? What should I do?

The fan is control by the mother board at the back of the fridge.

It sound like the mother board is failing.

I replaced the board yesterday and howling is gone.
Turbo cool light on temp control panel was constantly on before and turbo fan only worked intermittently since board replacement light only comes on when turbo cool button is pushed to on and turbo fan works normal now.
I connected all the connectors before installing the board on the plastic stand-offs so no chance of breaking any of them.
These forums are great help I wouldn't be able to fix my refrigerator without your help.
