When the thermostat is turned off, the compressor stops but all the cold air can still circulate if the evaporator fan is running.Cold air enters the fridge through a damper or vent between the freezer and fridge. The evaporator fan in or behind the freezer blows the air through. There is an adjustment to open and close this vent to allow more or less cold air in. Make sure it will close when you adjust the fridge control.

I would not turn the thermostat to off. You are actually indirectly adjusting the freezer temp so the frozen food in the freezer will thaw over time. Better to set it at 1. Also do not expect to see an immediate result. All the food in the freezer must rise to the new higher temp, so give it at least 24 hours.

As Woodchuck said you may have a control to limit the amount of cold air going into the fridge section. Some units have it, some do not.

If the fridge operated correctly in the past check to see if items in the fridge are blocking the air circulation.
