Default Freezer & frigerator not coolin
Brand: Frigidaire
Model Number: FRT18SJGW1
Age: 5 - 10 years

I have looked at everything (the freezer is on top). The coils are not frosted, the fan runs, and the compressor is running. I got it off a friend last week and it was working fine. It has sat in my basement for a week until I ran electric for it. I plugged it in this morning and came back in a hour and the freezer and frigerator was not cold.

Check to see if the condenser fan at the back bottom of fridge is running.
Is the compressor motor near that fan hot.
Are the coils next to the compressor warm ,cold or hot.

There is no fan at the bottem. Compressor is warm and the tubing from the compressor are cold.

OK Your condenser coils are on the back of your unit. If they are not warm it means your compressor is not working. It may not have enough freon to work. Frigidaire FRT18SJGW1 Parts List

I plugged it back in for a hour and the condenser coils on the back were warm by the bottom and the coils in the freezer were cold to the touch but no frosting. Do you think I should use a multitester and test the defrost thermostat and defrost timer.

No the defrost melts the frost. If you have no frost there is another problem. Make sure you give it enough time and if the evaporator coils in the freezer are not frosting any at all the problem is freon if your compressor is still running.
