The freezer and fridge do not seem to stay cold. I check out the condenser coils and there does not appear to be any ice build-up on them. The fan over the coils and the fan at the back are both working. The condenser seems somewhat hot to the touch. Any ideas? Thanks!

would be relay or check Gauges if the r 22 is low so if was low or out of r 22 have o check the somewhere leak hose or pipe line u can use with Leak Detection
find any of leak if dont might be relay
