Find the mechanical part and see if it's being moved and exactly what is blocking the vent from opening. Can you move it with your hand.

IT CAN BE MOVED BY HAND. THE REPAIRMAN THAT WORKED ON IT FOR ME NOW SAYS IT IS IN THE LIGHT SWITCH BUT I DO NOT THINK THAT IS RIGHT. THE LIGHT SWITCHES ARE BOTH WORKING RIGHT. I AM BEGINNING TO THINK HE NEEDS TO FIND ANOTHER LINE OF WORK. WHEN HE CAME OUT YESTERDAY HE PROPED THE SMALL FLAP OPEN SO IT WOULD COOL. I MENTIONED THEN THAT EVERYTHING WOULD FREEZE AND HE SAID IT WOULDN'T. I WAS RIGHT. ANY OTHER IDEAS WOULD BE GREATLY APPRECIATED.

The Problem Has Been Fixed. The Mother Board Has A Jumper Wire On It That Has To Be Taken Off On This Model In Order For The Damper To Open. According To The Sheet That Came With The New Board There Are Quiet A Few Models That This Has To Be Done On.
