I took the back panel in the frezzer off and the coils were not frozzen, the fan was running but it doesent seem to be blowing fast enough to push the air up to the fridge compartment. how to I know if the fan is the problem or a defrost problem?

If there is not any frost on the coils there is not a defrost problem. Check out the evaporator fan. Refrigerator Repair Guide: How To Test the Evaporator Fan - ACME HOW TO.com
