Default The Dreaded Freezer and Refregerator Not Cooling Issue

Guys, I have a 1997 Fridgidaire Gallery side by side fridge. The fridge has been disconnected for a year ( I have been working out of state). When I plugged it in it does not get cold. This is what I have checked:

The condensor is clean
The compressor starts and runs normally ( no strange noises)

I removed the evaporator access panel in the freezer

The Evaporator is not iced up ( no defrost problem), but there is frost buildup on the small OD copper line that goes into the evaporator. That line is cool for about another 7 inches, but the rest of the evaporator is warm.

Whats going on ??
