Default Condenser Coil 1/2 freezing, Water Dripping
Brand: General Electric
Model Number: Profile
Age: More than 10 years

Our GE Profiel SBS Freezer is cooling fine, but the water dripping off the condenser coils inside is pooling around the drain hole and finally there seems to be a quick defrost where it all comes pouring out through the base of door.

I took the panel off inside and turned on unit to watch. The top half coils are warm and not freezing up while the bottom set of coils freeze/cool quickly. (They are in line-connected, so not sure what the difference is?) The water drip is coming slowly off the unfrozen coils. Not sure if a leak in coil or the heat just melting some of the frost..where they both meet.

There is a long glass filament tube that appears glowing red hot under the bottom condenser which is frozen. The same long glass filament tube under the top section condenser appears inactive.

Is there some switch or reason the top condenser isn't frozen over / cooling and does the filament (defrost tube) ever need replacing??

I'm going to read the Acme board that I see posted everywhere , but seem to think it's more than just a clogged drain hole and the slow drip is preventable.

It does sound like more than a clogged drain tube although you seem to have one. The filaments you describe are the defrost heaters and both of them should be working together to melt all the ice. Once the heaters turn off all the coils should cool the same. An uneven frost pattern is a sign of low freon. post your model number for more information.
