Default "small" setting of multisetting ceramic stove top doesn't turn on

The stove model is a Stainless Steel Kenmore Elite 30 in. Electric Freestanding Range Sears item# 02296623000 Mfr. model# 96623

The large burner on the stove top had 3 settings, small, medium and large. The small setting does not turn on, but the medium and large does. Basically the burner looks like a donut (the small setting being dead). I am contemplating replacing the element. Where can I get a replacement elements and any tips on replacing the element. It looks like simply removing the retaining bracket, unhooking the connections and replacing the elements. Also could the problem be with the electronic controls even if the medium and large settings still work?
