Is this only during the preheat?
How are you testing the temperature?
If you are using an over thermometer that was purchased at your locale department store it is not likely that accurate.
The only way to get a good reading is with a oven temperature tester.
These meters give an accurate reading of the oven temperature.
When taking the oven temperature preheat the oven and then take the reading each time the light comes on for the next three cycles.
Then average the three temperatures to get the right reading.
So in your case 410 + 380 + 280 = 1070 then divide by 3 = 356.66
