I was using the oven and heard a noise that sounded like something shorting out. Since then, the oven doesn't ever reach proper temp. It heats, but not very hot. I removed the heating element and it is bubbled. I'm assuming I should replace that. Is there a possiblity that it could be something else also?

Nope, most likely you just need to replace this element.
