I am trying to help a friend with an old GE oven. He said the oven turns on when it is off. Noticed the feel of heat when he was in the kitchen and was not using the oven. It is self cleaning and he says it could be 20yrs. old. It is all electric and he has to turn the breaker off so it won't heat up, thats all I really know.

It is likely the oven control that has welded contacts.

With the oven control in the off setting and the power off check the continuity.

Use the wiring to see what contact will be opened in the off position.
