I am having the same trouble, only my details are more specific. Yes, the oven starts to heat. I would say that in general, it is between 5-10 mn from the time I turn it on until it throws the fuse. probably much closer to the 5mn than the 10 mn. This happens both when I am using broiler by itself and when I am also using surface elements. I have not tested the Ohms. I'm sure my husband has a tester, but would probably need to know how to test the oven. Our oven is a GE, Model JBP46GS S1WW, serial ZH234257G. I know it is old, but need to get another year or so out of it before we can replace if possible.

Does the fuse still blow if you are using the surface burners alone?

Sorry, missed your reply! It does it whether or not you use the surface elements at the same time. It does NOT do it when only using the surface elements. Up until today it was only when using the broiler, now this morning it did it when using the oven.

As a side note, the oven has had problems preheating for some time now, it says it is preheated when it really isn't up to temp. We have worked around this problem with an internal thermometer. If you wait about another 10mn after it thinks it is reheated, it will eventually get to where you want it.

You might have a burnt wire somewhere shorting as oven heats up. Check the current in bake an broil, should be around 20 amps. If so you probably have a bad breaker.
