Default Lower heating element not working

My oven's lower heating element won't heat up. A few questions:

How do I diagnose if the element itself is bad or it's something else?
How big of a job is it?
Ballpark cost for an element?
If it's not the element, can they usually be returned?
What's the most common cause for this situation...the element or something else?

Thanks!

KH
