GE Gas oven won't bake

Hello, I have a GE built-in gas oven. That will NOT bake. The Broil and self cleaning features work, but the bake feature will not. Is this an element problem? Or could it be somthing with the electronic ignition device? Can anyone help me? Thanks

Check and see if the lower burner is lighting during the self-clean.

If it is not lighting during the self-clean It is likely the valve is not opening.
