If there has been a spill over on that burner, the burner probably would need to be cleaned. Depending on the model, I believe if you shut the power off, and take the top off the burner, you can pull the whole burner assembly out, and clean it. When you do, you have to let it dry real well. When you put it back in, you might have to light it with a match, because there still might be some moisture inside, let it burn till it burns good, and then shut it off and give it a try.
