Default Back 2 burners on Profile Cooktop not heating right

Model Number: unknown
Age: 5 - 10 years

I am buying a house that has a GE profile cooktop. It is a 30" smoothtop. The front left burner is a halogen. The front right burner is an expandable element.

The problem is the two rear burners will only come on and glow red, then shut off. They will not come back on. They will stay on when I put it on high. I have searched several forums and cannot duplicate this problem. I cannot get to the model # right now either since I do not own the home yet.
