Will the black spots come off if you wash the shirts again?

The seals may be worn and the collars may be getting caught.

Here is a link to the parts of your dryer model 110.86980100.

sometimes the dark spots come out with another wash, some don't. Have tried cleaning inside dryer and it helps some. I think you are right, the seals are worn.

I know my dryer has what looks like a brown buildup on the white drum. I've always thought it was from the heat of the coils(scorch)since they're located right behind. I don't do white dress shirts but I can imagine with the stiff collars, that it could rub off any stain in the drum. I don't know what type of cleaner would clean it but you have to be careful with a liquid with all the holes in the drum. Maybe those Mr Clean pads. You could see what's coming off with them being white.
