Continuity is the uninterrupted path in a wire for power to flow.
You should have zero resistance.
In the element the resistance will depend on the wattage of the element.
When testing any component you should remove the wires from it so you don't get a reading from something else in the circuit.
If the fuse is open or there is a break in the heating element current can not flow.
If the thermal fuse is open again check the venting to the dryer it is likely blocked.
If the thermal fuse in the dryer open the dryer will not run.
If it is the fuses in your home that are causing the problem it could be a bad fuse holder.
