What is the maximum distance a dryer duct can run? Can the distance be increase by up sizing the duct?

I imagine there can be some debate on this. I would try to keep your length at less than 30 feet. Shorter and straighter is the best rule I think. I've seen hotels and such with long runs that no one can even remember where it comes out the building.

Even in apartments I service where the run is 15-20 feet there are eventually lint and/or condensation issues. I would just try to check it periodically and clean or replace as needed to ensure good operation.

I would say that up-sizing the duct would allow a longer run.

Also using metal ducting instead of that crappy foil duct will hold less lint and give better air flow. Keep the number of elbows down to a minimum.

Would also keep runs as straight as possible.
Also, as with any vent system you will have to clean it so put it together in a way that cleaning in the future is not a nightmare.
