check, check and check again... alright, well, now that the problem is solved, here's what the problem was...it wasn't the cord, I checked the power coming out of the outlet and yup, I was only getting 110 not the 220 so I checked the leads going into the breaker and that was the final culprit. The 30 amp breaker switch was faulty so I went out and bought a new one (after checking the terminals and buses to make SURE that it really was the problem this time  ), popped in the new one, hooked up the meter and viola! 220 all the way thru to the dryer.
