No burnt contacts in the timer. I opened the thing up and it looks absolutely wonderful. What else could be going on? I still don't know how to check for that 230, anyone have ideas?

It still sounds like you are getting a mis-wire to the motor, or maybe a intermittant thermal fuze, might want to short it out. Also check the power wiring in back, could have it wired wrong,check for ground on the middle screw and both phases of power on the outer screws.
