Default Dryer Heating Element

I was wondering if a dryers heating element is supposed to stay on all the time or cycle on and off? If it does cycle how long should it stay on or off?

Normally the heater will shut off when the output temperature reaches over 150 degrees. Also the heater will not come on when the motor is off. If so you have a shorted heating element.
