Needing to know if its just the heating element that needs replacement and how costly that will be

From your description, I take it that the motor runs, is this correct?
Have you tried it on a low temp setting? Do you get any heat?
Did you try it when it was at room temp or did you try it while it was still hot and it had no heat? Some thermal cutouts reset themselves when cooled down.
A blown thermal cutout is usually an indication of a dirty or malfunctioning vent system.

No heat can be caused by a number of things the most common are a thermal cutout (thermostat) and the heater. Other causes can be motor switch, temp switch or timer.

Try flipping your breaker or your fuse panel on and off a few times.
Sometimes only one half of the breaker will trip so the motor runs but no heat

thanks, denman - I tried flipping the breaker a few times and have the dryer running right now, but I still feel no heat. Any suggestions on a next step...?

The next step is to decide do you want to fix it yourself OR call a repairman

If you decide to fix it, buy yourself a volt/ohm meter. You can get a decent digital multimeter for under $20.00. It is nice if the leads are at least a couple feet long.
If it saves you from buying one unnecessary part, it has paid for itself. This will allow you to check parts with no power to the machine, a much safer option.
