Water valve in dishwasher won't stop water

water won't stop coming in and fills up the pan rather quickly and then the water leaks out from the bottom of the door. Had to shut the water off and allow the water to drain. Water keeps coming in even when the door is open.
Is the problem with the water valve or the door?

Water keeps coming even when dishwasher is shut off!
Must be the water valve, right?
Any help at all out there?
