Detergent stays in dispenser, I removed the pump cover and when the diswasher has water in it I can see the impeller is spinning and throwing the water outwards, yet when I replace the cover, the water does no hreach the top or the bottom arms.

Any ideas?

Check and see if the impeller is cracked.

It may not be tight on the motor shaft and not spinning fast enough to force the water to the wash arms.
