Is the sump housing hard to replace, and do I need any special tools to get the old one out and the new one in? Thanks for your help.

You will need to pull out the dishwasher to replace it. No special tools needed. In my 22 years have never seen one of these fail. Allways a first time though. You may find just something not assembled properly.
