Since heated dry works your Temp Limit Thermostat Should be OK

Have you checked your Water Temp Thermostat
Should be open till it reaches 125 F
It is the one between the element connections

You have to remove the kick plate
It should be between the two heater element contacts
There should be a similar device to the right. This is the high limit thermostat
Here is a parts diagram of your unit, unfortunately they only show one, Item 14 In the tub section. Strange because they list both in the parts listing.

The best way to check is with a volt ohm meter. You can get a decent digital one for under $20.00. You do not need fancy. It is nice if the leads are a couple feet long. If it saves you from ordering one unnecessary part it has paid for itself.

Unplug the unit
You remove one wire from the thermostat and measure it's resistance
At room temperature it should be infinite
